Job Description Summary
Enterprise Community Partners is seeking a strong leader to join our federal policy team to oversee, manage, and lead Enterprise’s bipartisan federal advocacy focused on rental assistance. The successful candidate will be a highly motivated, enthusiastic, effective leader eager to support the Enterprise team and external partners.The Director will work with members of Congress and federal agencies to influence legislation and federal policy, support state and local policy development and advocacy in select Enterprise markets, design actionable strategies, serve as subject matter expert internally and externally, and build coalitions of support for Enterprise’s rental assistance priorities. The Director will also work closely with divisions across Enterprise to help advance an overall strategy on rental assistance, ensure alignment with existing Enterprise priorities and activity, and ultimately advance Enterprise’s aim to shape a federal rental assistance strategy that increases housing choice and access.

This is a hybrid role located in Washington, DC and will report to Senior Director, Public Policy.
Job Description
Responsibilities
Oversee, manage, and lead our growing portfolio of rental assistance policy work.
Manage relationships with a range of partners, both internal and external, including other Enterprise departments, members of Congress, federal agencies, national organizations, affordable housing developers and owners, community-based organizations, public sector agencies, and private funding organizations.
Work in partnership across Enterprise divisions to inform, develop, and advance policy strategies at the federal, state and local levels.
Serve as subject matter expert on rental assistance internally across the organization and externally with partners.
Leverage programmatic learnings to identify and shape federal policy improvements.
Coordinate with Enterprise colleagues to pursue media and communications opportunities to effectively communicate Enterprise’s federal policy goals in alignment with our broader rental assistance strategy.
Qualifications
Undergraduate degree in public policy, economics, urban planning, real estate or related field required.
Master's degree is highly preferred.
10+ years of experience working with federal, state, or local housing policy, ideally with a focus on rental assistance.
Experience working with members of Congress and/or federal agencies required.
Demonstrated knowledge of Tenant Based Rental Assistance programs, particularly Housing Choice Vouchers, Project Based Rental Assistance, and other rental assistance programs highly desired.
Well-developed adaptive leadership and problem-solving skills.
Demonstrated commitment to advancing equitable opportunities for historically underserved communities and addressing persistent inequities.
Strong interpersonal communication, external communication, writing, persuasion, and group facilitation skills.
Strong organizational skills and demonstrated project management experience, managing complex efforts and diverse teams located across multiple offices.
Available for travel approximately 10%

The base salary for this role is $125,000 to $145,000, depending on level of skills and experience.
The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
