POSITION OVERVIEW

The Partnership for Public Service is seeking an experienced data engineering professional to join a dynamic data team working to build a better government and stronger democracy. As the Partnership expands our data product offerings, this role will be a critical contributor to building our internal capacity and infrastructure. This role will lead hands-on data engineering in support of data product development, manage our internal data lakehouse migration with support from a contractor, and serve as a strategic partner to projects across the Partnership.

This position is ideal for someone with strong data engineering and data migration experience. A successful candidate will also have experience working across multiple workstreams and in a fast-paced environment.

ESSENTIAL FUNCTIONS/PRIMARY RESPONSIBILITIES

  • Lead ETL/ELT in the development of public-facing data products and internal resources.
  • Manage the organization’s transition from a legacy system to a Fabric-based data lakehouse environment, including overseeing a contractor in the development and execution of a phased data migration plan that minimizes disruption to ongoing operations.
  • Create procedures, documentation, and training materials to support internal adoption of the new solution.
  • Serve as a strategic partner to teams across the organization on data collection and management.

KEY COMPETENCIES

  • Proven ability to use Python or R for data collection, manipulation and automation.
  • Ability to design and implement ETL/ELT pipelines for moderately complex data projects involving multiple data sources and transformations.
  • Proven ability to document technical processes and create knowledge resources for non-technical users.
  • Ability to work effectively as part of a team across the larger enterprise, gathering and sharing information and insights, collaborating to solve problems and effectively connecting the work to the strategic plan and broader organization.
  • Strong analytical and critical-thinking skills, including the ability to translate ideas into products and deliverables.[BL3]

REQUIRED EDUCATION AND EXPERIENCE

  • Five to seven years of relevant work experience in a data engineering, science or analysis role.
  • Bachelor’s degree, or equivalent professional work or military experience.
  • Proficiency in Python or R for data collection, manipulation and automation required.
  • Master’s degree in data science, public administration, social science or a related field, preferred.
  • Familiarity with Microsoft Fabric, Databricks, Snowflake, or comparable cloud-based data platform preferred.
  • Experience with federal workforce, spending and/or performance data preferred.
  • Federal, state, local or tribal government and/or non-profit experience preferred.

SUPERVISORY RESPONSIBILITY/REPORTING STRUCTURE

This position will report to the data director. This position may supervise intern(s) or an associate in the future.

WORK ENVIRONMENT

This job operates in a hybrid (remote + office) environment in Washington, DC. The successful candidate must be a permanent resident in the Washington, DC, Maryland or Virginia area. The person in this role is expected to work in the office, on average, three days per week – with Wednesday as the required day in-office. This position requires consistent use of office equipment such as computer, telephone, printer/scanner and MS Office.

POSITION TYPE/EXPECTED HOURS OF WORK

This position is full-time and classified as exempt from overtime pay. Official business hours are Monday through Friday, 9 a.m. to 6 p.m. Eastern, though the Partnership allows flexibility in work schedules. Occasional evenings or weekend activities may be required.

TRAVEL

If travel occurs, it is usually during the business day. Some out of the area and/or overnight travel may occasionally be required.

SALARY

The starting salary range for this position is $70,000 - $95,000. The Partnership offers a compensation package that includes a competitive salary; medical, dental and vision coverage; life insurance; long- and short-term disability insurance; a 401(k) program with a 4 percent employer match; opportunities for training and development; commuter benefits; 15 days of annual leave per year, 10 days of sick leave per year, plus all federal holidays and the day after Thanksgiving off; and use of an on-site exercise facility.
